PHP and HTML are not comparable. PHP is used for dynamic websites. You can't show your site without HTML. You can have a site purely HTML but it may be difficult to manage if it is a huge site and it is interactive.
Well, html is not great. Xhtml is more adaptable and Web 2.0 style. But if you want more flexibility and options and don't want xhtml, php is a great option.
