I think the best hosting is godaddy.com. I have never had a problem with them so far. You can also try hostgator. They have a great reputation.
I also like pay by post hosting services, its really cool way to having the web hosting around at the same time make you forum presence.
I have good Pay by Post host, I haven't used many others (except for when I was younger I used angelfire) and its called Lifelesspeople.
